SUMMARY
OF MAY 5, 1986 MEETING WITH PUBLIC SERVICE COMPANY OF COLORAD0 (PSC) TO DISCUSS THE STATUS OF THE EQUIPMENT QUALIFICATION (EQ) PROGRAM AT FORT ST. VRAIN (FSV)
The purpose of this meeting was to review in detail the status of FSV's EQ program. PSC requested this meeting with the staff because.ofJ ts concerns about the schedule for FSV EQ program. Attendees at the meeting are listed in.
FSC reviewed the major steps they believed were necessary to complete FSV's EQ program and secure the NRC's approval for full power operation. Attachment 2 contains PSC's summary of progress on the EQ program over the past year.
It also contains PSC's estimates of the time to complete the EQ related modifications to FSV and obtain the NRC's approval for full power operation.
PSC stated that they were concerned about the schedule being met, given that there were several
-ir""snt issues that still needed to be resolved. They further stated that they were considering asking the Commission to authorize further operation at
.,., m ent of full power, after the EQ modifications were complete.
4 PSC also stated that the EQ modifications involved extensive hardware changes to FSV. This included changeout of solenoid control valves, thermocouples, and sensor transmitters. Major problems areas included qualification of certain cables which could not be identified by manufacturer.
Extensive work would also be required to correct other EQ deficiencies, found and identified in prior walkdowns.
The staff concurred with PSC that the list of items to be resolved was extensive.

Confirmation of PSC's calculations of the harsh environmental conditions at FSV.
Resolution of concerns with the steam line rupture detection and isolation system (SLRDIS). These included the response time and aging of the SLRDIS sensors.
Qualification of cables which could not be positively identified by manufacturer.
Qualification of equipment items with potentially deficient maintenance records.
Potential exposure of the operators to harsh environments in order to mitigate the course of an accident (even with the EQ program complete).
The staff agreed with PSC that considerable work remained to be done in order to approve full power operation of FSV. The staff recomended that PSC continue to complete all of its responsibilities for the EQ program. However, the staff felt it was premature for PSC to request another extension from the Commission concerning equipment qualification.
The staff stated that PSC should reevaluate progress towards completing the EQ program and discuss.a potential extension request with the staff again by July 1, 1986.
