Dear Mr. Diamond:

I~ am writing to inform you that there will be a series of public meetings held in Phoenix regarding the captioned application on October 12, 13, 17 and 19,1978. You are invited and encouraged to attend these meetings.

The first meeting, on October 12, will be held with members of the public to discuss the HP,C review process. It will be chaired by Mr. R. Kuscher of the Arizona Corporation Commission, and will take place at 7:00 p.m.

on the above date at Del Webb's Town House,100 West Clarendon in Phoenix.

In addition, three technical meetings with Arizona Public Service Company will be held to infonnally discuss the NRC Staff's review of the Palo Verde application. These meetings will be open to the public and are intended .

to provide the public an opportunity to observe the conduct of the NRC Staff review. Time will be set aside during or following the meetings to permit members of the public to comment or ask questions about the review. The three technical meetings with the utility are scheduled as follows:

(1) October 13,1978, 9:00 a.m. to 5:00 p.m. at Del Webb's Towne House to discuss the NRC Staff's review of environmental matter such as water use, land use, need for electric power, ecological effects, socioeconomic effects and alternate sites.

(2) October 17,1978, 9:00 a.m. to 5:00 p.m., at the Aloha Airporter Inn at 3901 East Van Buren Street, Phoenix, Arizona, to discuss safety matters related to the site such as geology, seismology, hydrology, meteorology and the local characteristics of population, industry and highways in the vicinity of the site.

2 (3) October 19,1978, 9:00 a.m. to 5:00 p.m., at the Aloha Airporter Inn, 3901 East Van Buren Street, Phoenix, Arizona, to discuss safety matters related to the plant itself such as electrical pawer systems, reactor cooling systems and reactor containment systems.

The planned meetings will serve as a means for the informal exchange of information and views and will not be conducted as formal proceedings.

This is in contrast to the required formal public hearings which will be held later in the review process.
