NOTICE OF VIOLATION Illinois Power Company License No. NPF-62 As a result of the inspe tion conducted on January 11 through February 17, 1988, and in accordance with the "General Policy and Procedure for NRC Enforcement Actions",10CFR Part 2, Appendix C (1985), the following violation was identified:

Clinton Power Station Technical Specification 3.8.1.1, ACTION e. in Operational Condition 1, 2, and 3, required that with diesel generator IA or IB ... inoper-able, ... verify within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> that all required systems, subsystems, trains, components and devices that depend on the remaining 0FERABLE diesel generator as a source of emergency power are also OPERABLE, otherwise, be in at least HOT SHUTDOWN within the next 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> and in COLD SHUTDOWN within the following 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

Contrary to the above:

While operating in Operational Condition 1 from 6:15 a.m. to 9:04 a.m. CST

on January 21, 1988, and from 5:54 a.m. CST on January 29, 1988, to 6:54 a.m.

CST on January 31, 1988, the IB diesel generator was made inoperable without verifying within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> that the Division I Hydrogen Recombiner was OPERABLE. The Division I Hydrogen P.< combiner was a subsystem of the Containment Combustible Gas Control System and was required to be OPERABLE in Operational Conditions 1 and 2 in accordance with Technical Specification 3.6.7.1. The Division I Hydrogen Recombiner depended on the 1A (remaining OPERABLE) diesel generator as a source of emergency power. The Division I Hydrogen Recombiner was inoperable from January 15, 1988, to February 5, 1988, because of an improperly set reaction chamber temperature control potentiometer which prevented the recombiner from performing its safety function without operator intervention.

This is a Severity Level IV violation (Supplerrent I) (461/88003-02(DRP)).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
