REGARDING SOUTH TEXAS PROJECT, DN 50-498; 50-499 On February 12, 1980, I contacted Mr. E. A. Turner, Vice President, Power Plant Construction and Technical Services - HL&P Co., by telephone, to discuss concerns regarding the untimely reporting of significant construction i

deficiencies identified at STP and other matters regarding the licensee's interface with the RRI.

Mr. W. G. Hubacek was a witness to the conversation.

Specifically, I expressed concern that a 50.55(e)-type reportable construction deficiency, involving a bulge in the Unit No. 2 liner plate, was brought to the licensee's attention in mid-January 1980 but was not brought to the NRC's attention until February 7, 1980. I advised Mr. Turner that a citation for late reporting would be issued by our office on February 13.

I used the late reporting of the liner plate bulge as one exsaple of an apparent relaxation in discipline on the part of some site licensee representatives to report significant construction deficiencies promptly, i.e., within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after i

detection, as required by the Code of Federal Regulations.

I also expressed l

concern that the site RRI perceives an unwillingness on the part of site personnel to keep him fully informed on the status of previously reported deficiencies and apprised of construction deficiencies / problems that, although not reportable in accordance with 50.55(e), are certainly items that he should know about. Lastly, I mentioned that the RRI has been unsuccessful in being placed on the distribution list for notices of organizational changes involving key management, QA/QC and construction personnel associated with the STP project.
