50-499 MEMORANDUM FOR: File 4

i FROM:

W. C. Seidle, Chief, RC&ES Branch

$UBJECT:

TELEPHONE CALL FROM AUSTIN AMERICAN STATESMAN REPORTER REGARDING SOUTH TEXAS PROJECT UNITS 1 & 2, DN 50-498; 50-499 On January 29, 1980, Br,uce Hight, reporter for the Austin American Statesman, called me to ask if we liad recently issued a stop-work order to HL&P for all construction activities at STP. Apparently an article in last Sunday's edition of a San Antonio newspaper stated that the NRC had issued such an order. I informed him that we had not issued such a stop-work order. Rather, that HL&P had imposed a stop-vork order on complex safety-related concrete place-ments as a result of recent NRC inspection findings. I also discussed the licensee's nine point corrective action program that was documented in a letter to RIV, dated December 28, 1979, and our IAL to HL&P, dated December 31, 1979, copies of which should be in the LPDR.
