SUBJECT:

TELEPHONE CALL FROM AUSTIN AMERICAN STATESMAN REPORTER REGARDING SOUTH TEXAS PROJECT, UNIT 1 DN 50-498 On May 9, 1980, Bruce Eight, reporter for the Austin American Statesman, called to obtain information regarding a construction deficiency reported by ML&P involving broken tie-down studs in the STP Unit 1 polar crane rail.

In response to his inquiries, I informed him that the licensee had reported the broken studs problem to the NRC, that the problem was attributable to a welding problem and if enough stiids were to fail, and the event went undetected, the track could lose its alignment, possibly resulting in derailment of the polar crane. I also informed him that the rail was at the 15th lift elevation but there was no apparent connection between the concrete void problem in lift 15 and the broken studs.

I informed Mr. Hight that a written report of this deficiency should be in the LPDR-Austin by now.
