I make this statement freely with no threats or promises of reward having been made to me.

.I am the Resident Reactor Inspector at the South Texas Project for the Nuclear i'
Regulatory Comission.
On September 3, 1980 at about 5:30 pm #,. Sheriff S. L. Hurta, i
Matagorda County, Texas, telephonically contacted me concerning the following situation; wherein an allegation was received from Ms Peggy Buchorn.
He then explained that NRC Region IV had contacted him relative to the allegation that l
Ms Buchorn had telephonically given 'me on September 2,1980 at about 3:00 pm.
}
At this time, Sheriff Hurta told me that Ms Buchorn alleged to him that a body. -
i was buried in concrete in Reactor Containment Building No. 2.
He then asked me j
what infonnation, if any, that I had about this allegation.
I then provided the

_ following infonnation:
i That on September 2, 1980, I received a phone call from Ms Buchorn who told me that during the past months she had received information, from seven sources, that an illegal alien male was buried in concrete in Reactor Containment Building i
4 No. 2.
She told me that according to her sources "that a reinforcement steel j
supervisor told an illegal alien to go down to the bottom of a pour to do some kind of a job in the area where concrete was about to be poured. The concrete foreman, not knowing that the man was there, ordered the concrete pour to begin.
Concrete was poured on top of the man and no one realized that he was there i
until it was too late.
The concrete foreman, after being advised of the accident, i
decided to go on with the pour because they figured the man was dead anyway."

l I then asked her how something like this could be kept. quiet when about 30-40 people are normally present on a large pour.
I said, "what you are suggesting i
is a conspiracy to cover up an accidental death." She replied, "yes" and added "I think the reason persons have not come forward is that they are afraid of

getting involved."
l 1 asked for specifics such as time and date of pour and exact location.
She stated that she was unable to get this infonnation from her sources.
I asked i
for names of persons involved and she said she "did not want to discuss names at i
this time" and that this was the reason she had wanted the meeting with Messers.
Oprea, Grote and Phillips, to give sose names so she would not have to discuss the names over the telephone.
She did say she had the name of the concrete 1
foreman but did not give me his name. She stated that she, "did not have concrete l
facts" but. repeated that she believed that there is a body buried in Reactor Building Unit 2 because she had received t_he.same story from several of her sources and these-sources do not know one another.
