SUBJECT:
TELEPHONE COUVERSATION WITH HAROLD SCARLETT, HOUST0il POST REPORTER On December 2,1981, I returned Mr. Scarlett's telephone call. He had called to inquire about B&R withdrawal from the site.
I told him that the safety related work had halted as scheduled except for the caretaking functions.
He asked if the new contractor had been named and who was being considered.
I told him that the new contractor had not been named but several contractors were bidding on the contract, but I did not know who was bidding.
I He asked if I would attend the Austin Pre-Hearing Confamnce in December 1981.
I stated that I did not think that I would be needed them but that I would be i
at the January 1982 hearings, if they reco :vene.
I stated that recent events, such as the reallocation of responsibilities to Bechtel, will cause some adjust-ments since the new contractor has their own QA program and organizational structure.
In fact, Bechtel has a generic QA Topical Report filed with the HRC which applies to any nucleer construction site where they have contracts.
He asked if pmspective bidders had a Topical Report and if this would allow the contractor to go to work sooner.
I replied it would.
He asked if I had found any other reports like the Quadrex Report.
I replied that I had not found any other reports like the Quadrex Report.
He thanked me for returning his call.
