D. Barker, HL&P Project Manseer, came to my office. Stated that RIV inspector would not recomend resumption of ASME Welding. Dave
. said, "We do not agree technically with the RIV inspector. We do l
not see how this impacts our resuming welding."

Received call from RIV management advisino RIV inspector received material and all was satisfactory.
RRI was asked for recomendation.
RR! recomended resumption if RIV inspector's' review was satisfactory.

would be slow and because the holiday was in that week, RR! a reed.

detemined two problem areas relative to mstart (1) Licensee placed j
a " Hold" on part of weldino just requested in 'lov. It',1980 letter.

RR! called Project Section Chief to relate concerns identified and l
asked that a " Hold"'be placed on the letter until these tatters could be cleared up. The RR! was advised that the letter had l
already been sent out.

Met with Licensee to debrief on the Fab Shop inspection. Licensee reviewed the area the same day.
flov. 25 Licensee advised RRI that all welding in the Fab Shop had been stopped until. tool control could be re-establ.ished.
RRI notified RIV Supervisor.
Dec. 1-5 Travel to RIV Meeting with Branch and Section Chiefs on concerns identified after RRI had recommended resumption of ASME Welding.
Met with NRC STP Coordinator on testimony and gave notes and ideas on developing testimony. Coordinator stated he would develop an outline and RRI could give more input after reviewing the outline with Headquarters lawyer to assure if the. approach was in line with their request.-
RR! meeting. 'Use of Governessetvehicles was discussed in detail between RIV Residents and management. including RIV Director.

Construction Status The level of work remains about the same as'1ast reported in the same areas.

Status of RIV Task Force Follow Up Inspection During the last tk months follow up inspection of the licensee's response and corrective actions relative to Investigation Report 79-19 noncompliances, unresolved matters and Show cause Order items was performed. The following,

Show Cause Items 1,2,3, Items 4, A major portion of the 6,7,8,9 5,10 objective evidence for Items 1,2,3,6,7,8 and 9 has been reviewed. The nature of some of the comitment will cause these items to stay open well into 1982 unless we can close some of the Show Cause items with-out being sure the comit-ment was implemented.

Recomend Task Force / Management meet to decide how to handle items which will remain open for 1-2 years. Will the Show Cause Order stay open for two years?
The follow up inspection is still considered the number one oriority since one annot reasonably and logically do routine "CY ptotram work until corrective actions are completed. Thus the RRI will continue to perform follow up inspec-tiondaring the January,1981 inspection' period and "C" inspection the balance of'the time.
