Mr..DOEBLER is a General Foreman in electrical construction-employed by Bechtel Power Corporation at.the Palo Verde Nuclear Generating Station.
This interview is-taking place on July 2, 1982 and the interview began at 10:00 a.m.--Present to conduct the interview from the U.S.
7 Nuclear Regulatory Commission is Mr. E. J. POWER and myself, Owen-C. SHACKLETON investigators from Region V, Walnut Creek, California. Prior to going on tape, I explained to Mr. DOEBLER the laws that are applicable to persons giving testimony of federal, the federal-government under oath and Mr. DOEBLER agreed to testify _

Now, Norm, going back to our original discussion,'uh, you were working in the Aux. Building in 1980 and 1981? Is that correct?

-1980 and part of '81, I'd say.

And what was your job at that time?

My job'... I was a' Generai Foreman.
-SRACKLETON:
' General' Foreman Electrical.

Uh-huh.
SHACKLETON:
Do you recall any core drilling being made in the Aux.
Building on the southeast wall on the 100' elevation during the time you were working in that building?
DOEBLER:
No, I~ don't.
SHACKLETON:
Do you recall any core drillings being made in that building while you were working there?'
DOEBLER:
On, uh,; east, northeast wall on northeast floor but it's on 120.
.SHACKLETON:
On the 120 elevation.
DOEBLER:
Yes, sir.
- SHACKLETON:
And when those core... who did the core drilling? Do you recall?
DOEBLER:
Uh, we did our own core drilling at that time.
SRACKLETON:
The electricians did it at that time.
DOEBLER:
'Till }t was sub lit up.

'Do'you know whether or not, when they did those core drillings, did the men, uh, hit any conduit?
DOEBLER:
No,'we never hit any conduit.
SHACKLETON:
Have you ever heard of anyone hitting conduit in that

building when they did core. drilling?
DOEBLER:'
No, I haven't.
POWER:
-Is there any embedded conduit'in the building that you know of?
DOEBLER:
That I couldn't tell you, I was (unintelligible) on all.
the course and I couldn't tell you if there was any
-embedded conduit in the building. The only embedded b
conduit I know is around the doors.
POWER:-
Yeah, for the security...
DOEBLER:
Security.
POWER:
... logging system?
'.aD DOEBLER:
Right.
And, but the others, the fitters got stuff in the floors.
SHACKLETON:
Norm, can ygu recall anybody that might be able to help us to find the....~whether or not there was any core drilling in the area that I described? Can you recall any of the workmen that were working for you then?

- Not exactly, completely. There's too much in turnover.

How about.in the latter part of 19817 No?
DOEBLER:
I don't believe we did any core drilling in '81.
SHACKLETON:
0.K.
DOEBLER:
They took that away from us a long time ago, must have
... believe it was almost_... we got the equipment out here and we started core drilling and then pretty soon they took it away from us, period.
i SHACKLETON:
And theyL jobbed that work to a subcontractor?
'DOEBLER:
Right. The one that's doing it now.
SHACKLETON:
0.K.
I DOEBLER:
They've been doing it ever since and, uh, I still got bits and, uh, they took the drills away from us.
SHACKLETON:
Norman, do you recall, uh, electricians by the name, uh, an electrician b'y the name of either Jerry STEWART or i
Terry ~ STEWART?
DOEELER:
I don't know the first name, but I know a STEWART, but I
... as far as the first name goes,'I couldn't tell you.
i SHACKLETON:
Did this person you know with the last name STEWART, did he work in the Aux. Building?

I DOEBLER:
That I couldn't tell you.
All I know is, I know a q
STEWARJ that was an electrician, period.
SHACKLETON:

Someone on the site.
-DOEBLER:
Yeah,-right.
SHACKLETON:
And, and I think for the record that, uh, it ought to be made known that there's, the' time period that we're talking about, there probably was in excess of 1,000 electricians on the site.
Presently, there's nine hundred and thirty something.
DOEBLER:
Uh-huh.
- SHACKLETON:
Um... another electrician by the name of Bill WILLIAMS is that name familiar?
DOEBLER:
WILLIAMS didn't strike me.
'SHACKLETON:
Allright. Did you ever hear of any crew called the patching crew? Was there ever such a thing as the patching crew?
DOEBLER:
Well, I don't know if you'd call it a patching crew, but,-
uh, this cement mason would do all the patch works and they still do it now.
POWER:
Even when you were doing some of your own drilling?
DOEBLER:
We never do, do any patching.
POWER:
You never do any patching?
DOEBLER:
An eleftrician will never do any patching.
SHACKLETON:
This all goes to civil construction...

We're looking for a WILLIAMS that would have been entered
-around, say, that period of time.

Then I couldn't tell you.
I know a STEWART as electrician and I know a WILLIAMS as electrician, but it's Jimmy WILLIAMS.
