20555 10CFR21 Report of a Defect Related to Washington Public Power Supply System -
WNP-1
Reference:
UE&C to NRC dated 11/29/82 Gentlemen In the referenced letter, United Engineers & Constructors Inc. provided to the Commission the status and expected completion dates for a two (2) part verification pro Spectra (ARS) 1) gram relative to insuring that applicable Amplified Response has been specified in the initial design of equipment and
- 2) is compatible with the as-built conditions of plant systems, structures and components.
For Part 1, applicable floor and wall mounted safety related equipment have been reviewed relative to applicable ARS.
The acceptance criteria used for review was that either the presently applicable ARS was specified for the design of the equipment or that the ARS used for the design of the equipment was acceptable relative to the present applicable ARS. Of a total of 832 applicable safety related equipment, the ARS specified or used for the design of 711 equipment have been verified to be acceptable. For the remaining equipment, 99 are yet to be purchased and 22 are yet to be specifically located within the plant pending finalization of some system designs.
Project programs will insure that disposition of these remaining equipment will consider the applicable ARS.
This report concludes the verification effort for Part 1.
For Part 2, the as-built geometry and mass of the Seismic Category I Structures have been compared to those originally used in generating the ARS.
The comparison also considered the latest information related to as-built /as designed component loading, namely, that contributed by equipment, piping, electrical raceway, etc..Results of the comparison show minor variations, however, the variations did not alter the dynamic characteristics of the seismic structural model used for determining ARS.
Thus, the currently used

Office of Inspection and Enforcement U.S. Nuclear Regulatory Commission Sheet 2 ARS are applicable based on the present plant physical configuration and design basis.
It is these verified ARS that were (ned for the Part 1 verification. At present, the WNP-1 project does not have a definite date for restmption of construction. Upon restart of construction, project programs will be implemented as required to insure that possible changes to the ARS resulting from unanticipated future revisions to the present configurations will be considered for equipment and component seismic qualification.
This report constitutes our final correspondence with the Commission relative to Part 2.
Unless othe M.se indicated by the Commission, this correspondence will conclude our verification commitment for both Parts 1 and 2.
Very truly yours, J H.
