To prepare for the upcoming hearings, please request PRC-Voorhees to complete the following work as soon as possible:

1) Develop a formal report on the bus situation in both states -indica-ting the adequacy of planning for evacuation of school children.

Compile the school population, number of buses available, bus capa-city, and any other factors relevant to be the analysis. Have them work closely with each area planner to pull this information toge-ther. List the shelter designated for each school.

2) Develop a formal report on the shelter capacity versus potential evacuation population. List all shelters and their capacity (in-cluding criteria for establish capacity) and compare the total capacity to the total EPZ population.

3) Develop a paper that addresses / rebuts each of the issues raised in Contention 'iP14. This is a broader review of the contention as compared to some of the specific issues raised elsewhere in this letter.

4) Work with the states and counties to review and/or develop pro-cedures for evacuation of transportation dependent persons. How will the day to day planning take into account people who call in or return cards indicating some need? How will they handle "ad-hoc" calls in an actual event? What county workers will be assigned to drive, and what training will they receive? How will the swap-over of the bus from the regular day to day driver who has evacuated school children be made to the county worker, and at what location? How will pick-up points be communicated to drivers and to the public? These particular questions should be addressed in the procedures.

5) Work with states and counties to review and/or develop procedures for evacuation of, or for other means of protecting patients at hospitals and residents of nursing homes. Consider all of the resources available, and perfora a comparison of capability

• versus the number of people potentially requiring evacuation or other protective measures.

6) Develop a chart indicating the percentage of transportation depen-dent people expected for varying conditions and times of the day or week.
