BAGGOUND:

The guidance for nuch of the emergency planning documents ames via the federal goverment, through the states, and then to local goverments.

Iccal government interjects the mandatory element of federal and state requirements, and applies local elatents to ensure ocmpleteness of Pl ans. The process is then reversed in that local plans are subnitted to the state for approval. . In sme cas<ns the state will ocmbine wwwn. plans to form a consolidated h=nt that is sent to the federal goverment for approval.

Exanples of planning h=nts that reflect the above process are as follows:

' In order to assure the citizens of Mecklenburg County that the response capabilities in the cycnt of a catastrophic emergency at the Catawba Nuclear Station on the part of the utility opsrator and of local, state, 'an'd fe'deral officials are, fr. fact, effective, flexible, and of eufficient scope to warrant pubile confidence, the Emergency Management Planning Review

~ Committee 'hereby adopts the following findings and recommendations:

whereas, the Atomic Safety and Licensing Board hearing the Operating License proceeding for the Catawba Plant has admitted a contention for expanding the Emergency Planning Zone an additional seven miles into 'a heavily-populated area of Mecklenburg County; and.

-- whereas, numerous studies have shown that the existence and implementation of weII-dssigned emergency plans can greatly reduce fatalities and injuries; and,

-- .whereas, the location of the Catawba plant just ten miles froothe city limits of the City of .

Charlotte and directly upwind of that City and tens of thousands of nearby residents in the i Path of the prevailing winds; and

-- whereas, the responsibility-for the expense of establishing and maintaining an Emergency Planning Zone -- whatever its extent -- should be borne by; all the beneficiaries of the operating plant and not merely by its immediate neighbors; Therefore, the Mecklenburg County Board of Commissioners is hereby requested to conten(

to the Atomic Safety and Licensing Board for'the extension of the Emergency Planning

- Zone limits of the Catawba Plant to. provide further security to residents and others in the .
