ECONOMIC DEVELOPMENT O PLANNihG COMMrTTEE HUMAN SERVICES COMMf77EE Judge James A. Laurenson, A.tomic Safety & Licensing Board, U.S. Nuclear Regulatory Commission, East-West Tower, Room 402 A, 4350 East-West Highway, B e.t hes da , Maryland 20614.

Dear Judge Laurenson:

As one of 18 Suffolk County Legista. tors who received a copy of Comptrotter Joseph R. Caputo 's Le.t.te t to you dated February 2 8, 1984, 1 felt some comments were in o.tder.

Mr. Capu.to 's statement ".that not att elec.ted o f ficials o f Suf folk County oppose the opera. tion o f Shoreham", is accurate. To my knowledge, there are only two (2) elec.ted afficials, including Mr. Caputo, in county government who share this view. The vast majority of us who have par-ticipated in countless hours of public hearings, are opposed to Shoreham's operation.

Anyone who travets Long Island's highway sys tem knows eas.t-west evacuation would be impossible. These main traffit arteries cannot even adequately handte normal rush hour t.taf fic.

Mr. Caputo sta.tes the plan.t can ope. tate safety. By what autho.tity can he make such a guarantee. LILCO hi.ted a consultan.t to inspec.t cri.tical saf e.ty sjt stems at Shoreham. White individual organizations opposed .to Shoteham's ope.tation were questioning the adequacy of the diesel gene.tators, LILCO pu.t these concerns aside. When the diesel generators were started up, they literattij felt apart. Is this an indication of LILCO's safe.ty inspection program? If so, Lo.td help us !

White you are probably no t interested to know, since it is no t within your realm of .tesponsibili.ty, the cost af Sho.tcham has 9one from

$ 5 00 mittio n to $ 4. 2 bittion due .to various probicms, most of which cre-not the fault of the ra.tepayer. If Shoreham is attowed to operate, cuen on low power, our utility cos.ts will double. This would be an economic disaster for Long Island's economy. Even more so .than .if LILCO had to absorb the const.tuction costs 0.1 work out a financ.iot a taangement f or some assistance.

I will end my Letter at this point, however, I could go on for"pagei and pages. I felt that .tesponsible prof essionals, such as yourself,. who ane not, to be held accountable to the 1. 3 mittion people o f Suf folk . County, should be aware of our pliaht. The opposition to Shoreham by*-17 out of 18 Countu Legislators is based on reat concerns and is a bipartisan position.

Those who state our opposition to Shoreham is political, are terribly mis-infchmed and out of touch with "our world".

Very truly yours, Y% . >
