Dear Mr. Chairman and Members of thc Board:

During the hearing on July 12, 1988, Mr. Bilello .stified concerning a Memorandum which he had sent to Emergency Prepared-ness Division personnel concerning compliance with the New York State Freedom of Information Law ("FOIL"). The Board requested that a copy of Mr. Bilello's Memorandum be provided to the Board and parties. See Tr. 21,489. I enclose with this letter a copy of Mr. Bilello's Memorandum, which is dated July 6, 1983. In addition, as tha Board will recall, Mr. 311ello testified that his Memorandum folicwed his attendance at a County Seminar on FOIL matters. Tr. 21,484-86. I enclose a copy of a Memo-randum dated June 3, 1988, from the Chief Deputy County Executive announcing that a FOIL Seminar would be held on June 27, 1988. The FOIL Officers should be familiar with the records in their department and whether or not various records are available for public inspection. The- seminar is an important ';traini ng procedure for your designated F0ll . Officers and I strongly urge you to encourage your designees to attend. In addition, a Subject Matter Index (SMI) listing the types of records in your department should be updated. and submitted to the County Attorney's Of fice. 1;, annually (see. page 3 of SOP .B-01).2 ; Attached hereto is a message. from..the..
