20555 Re:
Docket No. 50-322-OL-1B Gentlement Enclosed la the Governments' Response to the LILCO and "RC Staff Objections to the 1988 Exercise Contentions, which we are filing in accordance with the Board's Memorandum and Order of October 12, 1988.
As the Board is aware, the Appeal Board issued ALAB-903 last Thursday, November 10.
The Governments drafted their October 24 Contentions on the basis of this Board's prior decisions.
The LIIr0 and Staff objections to the Contentions relied upon the same earlier decisions and the Governments prepared their enclosed Response to address the arguments raised by LILCO and the Staff.
The potential for ALAB-903 to impact these matters prompted me, on November 10, to contact your office to request a telephone conference to address the issue.
I informed the Board, through
- 'our secretary, of our view that addi' lonal guidance last week c
mJght be appropriate.

r Your secretary informed me, however, that rather than schedule a conferenco call, the issue of AIAB-903's impact on l
the Governments' contentions would be placed on the agenda for the November 22 Conference of Counsel.
The Governments will be I
prepared to discuss those issues at that tire.
sincerely, l
