Dear Chairman Zech:

The February 5 letter to you f rom Commissioner Jartec McFarland, has just come to my attention. Jim begins by noting that he writes "as a member of the New York State Public Service Commission." I'm sure that he did not intend to convey a Commission position, but I am writing just to make that point clear. Much as I respect the right of any of my fellow Commissioners to express individual views, the most recent of ficial Public Service Commission view regarding the Shoreham situation is contained in an opinion issued late in 1987. The Commission s tated at that time tha t , "We emphasize that we are not now taking siden as to the merits of the Company's effort to license Shoreham," and we required the company to file in April "reasonable plans to provide reliable electric service without generation f rom Shoreham."
