DOCKET NOS. 50 445 AND 50 446 TRANSMITTAL OF FIRE PROTECTION REPORT, REVISION 11 Gentlemen:

TU Electric, the owner of CPSES Units 1 and 2, herewith submits Revision 11 of the CPSES Fire Protection Report (FPR).

Enclosed are the following documents:

l A page by page description of the changes is attached. The group number assigns a level of significance for each change made to the Fire Protection Report consistent with TV Electric's letter TXX 88467 of June 1, 1988. In addition, all changes have been reviewed under the TU Electric 50.59 process and found not to include any "unreviewed safety questions".

Pages which do not have technical changes but are included in the revision (because a change shifted the existing material to another page or because 1 only editorial changes were made to the Fire Protection Report) are not  !

discussed in the enclosure "CPSES FPR Revision 11 Detailed Description". I These changes will not adversely affect the ability to achieve and I maintain safe shutdown in the event of a fire.

FPR Revision 11 is being issued on May 19, 1995, and will be executed at 12:01 AM CST on May 26, 1995.

AMENDMENT / REVISION 11 DETAILED DESCRIPTION FP Page (as amended) Group Description II-146 4 See Sheet No(s) :147 The combustible loading described in the Fire Hazard Analysis, for fire zone 129 (yard area) is updated to reflect the increased transformer oil quantity for the refurbished transformer CP1-EPTRMT-02 and to reflect the corresponding increase in fire duration and actual fire load for the zone and for the yard loading summary.

Update  :

The additional quantity of oil is less than 3% and corresponds to a fire duration increase of 20 f minutes for the fire zone. Since the transformer is located in the yard area, maximum permissible fire ,

load is not a consideration. This change does not have an adverse impact on the fire safe shutdown.
