Dear Mr. O'Reilly:

On October 13, 1983, Florida Power Corporation (FPC) submitted Licensee Event Report (LER)83-039. This report indicated that approximately a dozen process instruments were discovered to be out of calibration during surveillance testirg.

The report also indicated that the cause of the discrepancies was still under investigation and that a supplement detailing cause and corrective action would be submitted on or before December 13,1983.

As of this time, the engineering investigation is nearing completion. Multiple causes for the discrepancies have been identified and corrective actions partially addressing these causes have already been implemented. However, a management concensus has not yet been reached as to the validity / seriousness of other alleged causes, and other corrective actions that may be appropriate. Additionally, some of the technical data collection required for the report is incomplete. Therefore, the supplement detailing the causes and corrective actions related to this event will be submitted on or before January 27,1983.
