g DOCKET NOS. 50-266 AND 50-301 TECIINICAL SPECIFICATION CHANGE REQUEST NO. 77 LOSS OF VOLTAGE PROTECTIVE RELAY POINT BEACil NUCLEAR PLANT, UNITS 1 AND 2 Wisconsin Electric Power Company (Licensee) hereby applies for amendments to Facility Operating Licenses DPR-24 and DPR-27 for the Point Beach Nuclear Plant, Units 1 and 2.

The purpose of these amendments is to incorporate changes into the Point Beach Nuclear Plant Technical Specifications. These changes, which are discussed further below, revise the time delay settings on the loss of voltage protective relays as specified in Item 10 of Table 15.3.5-1 of the specifications.

1 On March 31, 1981, the Nuclear Regulatory Commission issued License Amendment Nos. 47 and 52 for the Point Beach Nuclear Plant, Units 1 and 2, respectively. These amendments included new specifications on the voltage settings and time delay settings for the 4.16 KV and 480 V loss of voltage protective relays. On April 9, 1982, Licensee discovered during the calibra-tion check of these relays under this specification that the time delar setting of zero volts for the 4.16 KV loss of voltage fg/

relays could not be set within the 15% of 0.3 second delay ,

specified in Item 10.a of Table 15.3.5-1. The apparent cause of this was a misinterpretation of the characteristic curves j/

during Technical Specification drafting. Accordingly, Licensee jj t, is requesting these license amendments to revise specifications W/<484

  • in Table 15.3.5-1, Items 10.a and 10.b, under setting limits p p .c0 as follows:
a. 2450 V 13%

Time delay: <0.4 seconds +10% at 0 volts

Time delay: 10.75 seconds +10% at 0 volts 13.5 seconds +20% at 90% of voltage setting The above changes include an increase from 0.3 to 0.4 on the 4160 relays. This change represents the actual limit in accordance with the original design as described by tne characteristic curve specification. The less than or equal to signs are added for clarification and do not change the intent of the specification. The tolerance changes from +5% to +10% and

+10% to +20% on the time delay settings were made to more accurately reflect the setpoint variation of the relays in relation to the time characteristic of the device. This will not change the intent of the specification nor affect the ability for the system to respond to the required parameters of the safety analysis. All other specificatiens have been verified as correct and have not been changed.

In accordance with the requirement of 10 CFR Part 170.22, Licensee has determined that this amendment application for Unit 1 requires a Class III amendment approval fee. A duplicate amendment approval for Point Beach Unit 2 requires a Class I approval fee.

Accordingly, we have enclosed herewith a check payable to the U. S. Nuclear Regulatory Commission in the amount of $4,400 for these approval fees.

As specified in the Commission's regulations, enclosed herewith are three signed originals and, under separate cover, 40 copies of this change request. Your prompt action of this request will be appreciated. Please contact me if you have any questions regarding this application.
