V0GTLE ELECTRIC GENERATING PLANT REVISION TO TECHNICAL SPECIFICATIONS CHANGE REQUEST l TO ACCOUNT F08 MORE RCS FLOW UNCERTAINTY The Technical Specifications changes proposed in Georgia Power Company letter ELV-02166 dated November 29, 1990, included a revision to the Reactar Coolant System (RCS) ficw measurement uncertainty. The revised value of the uncertainty -

that was proposed was 2.2% and is consistent with the value used in the evaluations and analyses that were included with ELV-02166. The proposed limit for RCS flow is stated in Specification 3/4.2.5. The proposed minimum Technical Specification flow of 391,225 gptr was derived by increasing the value of flow used in the safety analyses by the measurement uncertainty of 2.2%.

In a meeting with the NRC on February 13, 1991, the NRC staff suggested that the.

uncertainty should be increased by an additional 0.1% to account for uncertainty associated with the cleaning of the feedwater venturis. The venturis are used to measure feedwater flow for determination of reactor power level. The puwer level is then used in the verification of RCS flow. Georgia Power Company agrees with the NRC's suggestion. Attached to this letter is a revision to the proposed change to Specification 3/4.2.5. The revision changes the uncertainty from 2.2% to 2.3% and the associated RCS flow limit from 391,225 gpm to 391,605 gpm. A change to the Technical Specifications Bases is also included in order to record the reason for the additional 0.1%. The typed and marked-up pages are provided in accordance with the implementation of the Technical Specifications changes as proposed in ELV-02166. These pages replace the pages attached to letter ELV-02166 on a one for one basis.

These changes do not affect the results or conclusions of the analyses contained in the original submittal. The instructions for incorporating the changes do not need to be revised. The basis for the conclusion that the Technical Specifications changes do not involve any significant hazards considerations has not changed.
