Interim Report of 10CFR50.55(e) Item on Sway Strut Paddle Clartped Rigid (#74)

Dear Mr. Keppler:

This interim report on the sway strut paddle clamping being rigid has been prepared to provide the current status of this prchlem.

This item was originally reported to Mr.11. Wescott of NRC Region III by Detroit Edison's Mr. II.A. Walker, Supervisor-Construction Quality Assurance, on July 2,1982.

The cause of the problem can be related in part to a change of struts, wheru a Power Piping Figure 92 strut was changed to a Figure 350, and in part to the fabrication clamp design. The Figure 350 strut paddle ends are a standard design, and when used with a SK1014 clamp in applications where the load angle is other than 90, the width of the clamp prevents the proper fit.

Installation contractor's Quality Control Supervision were provided with a sketch depicting this installation as unacceptable. A training session was conducted for Quality Control and craft supervisory personnel on the sketch and a procedural revision concerning the situation. Additionally, Detroit Edison Hanger Engineering group has included this item in their strut swivel bearing field verification program. Ilowever, field work has not been cmpleted.

Another report on this item, either interim or final, is scheduled to be sent on or before March 24, 1983. If you have questions concerning this matter, please contact Mr. G.M. Trahey, Assistant Director-Project Quality Assurance.
