tElt ut, September 30, 1986 ROBERT G MARSH DIRECTOR OFFICE OF INVESTIGATIONS FIELD OFFICE REGION V 1450 MARIA LANE SUITE 210 WALNUT CREEK CA 94596 LICENSE NO. DPR-54 RESPONSE TO OFFICE OF INVESTIGATIONS - REQUEST FOR ADDITIONAL INFORMATION ON LIQUID EFFLUENTS FROM RANCHO SECO
Dear Mr. Marsh,
The Sacramento Municipal Utility District herein provides a schedule for the tubmittal of the information requested by the NRC Office of Investigations relative to the Rancho Seco Station Liquid Effluents.
NRC's letter dated July 18, 1986, from Robert G. Mc sh to John E. Ward requested a substantial quantity of information which, as we had indicated in an earlier conversation with Ronald Meeks of your office, was not readily available in a manner that would allow meeting the requested schedule, in addition, much of the data in our files was not in a form which directly addressed the desired information.
Following the conversation with Mr. Meeks, we made a detailed assessment of the effort that would be involved in developing the responses to your information requests.
During our assessment, we identified a number of areas in the information requests that required clarification. We conv?yed our need for a more detailed discussion with Mr. Meeks and as a result, a meeting was held on August 22, 1986.
It became clear from the meeting that the primary interest of the NRC was for a single report or submittal which addressed, in sumarized form, the issues i
requested in the NRC's July 18, 1986 letter.
It also became apparent that the detailed information which had been requested, and which does exist at the plant site, is not what had been desired; rather, a compilation or sumary of the data records which are in our files was desired. Based upon the clarifications received in the August 22, 1986 meeting, the District embarked upon the development of a program to compile the requested information.
l Contract personnel have been employed to assist in this effort to facilitate the schedule for the submittal of this information. Recognizing the magnitude of the effort involved, the District will provide the requested information by the end of November, 1986.

ROBERT G MARSH September 30, 1986 It should be noted that some elements of the requested information were not recorded over the years since Rancho Seco did not have requirements to maintain or collect the particular data. An example would be records or data of sources and quantities of water from various individual systems in the plant which are ultimately collected in the RHUT tanks prior to release.
Records are maintained for the characterization and control of releases once collected in the RHUTs but not from each process stream which may feed into the RHUT tanks.
I In addition, several of the information requests are dependent on the responses to one of the other requests and therefore cannot be answered prior to the earlier information being compiled. This has the effect of lengthening the time necessary to provide the complete package and is an important factor in i
establishing the time necessary to respond to the entire request for information, if there are any questions, please contact Mr. Ron Colombo of my staff at I
(916)452-3211, extension 4236.
Sincerely,
/~-l }
