o ANNUAL NONRADIOLOGICAL ENVIRONMENTAL MONITORING REPORT 1985 RANCHO SECO NUCLEAR GENERATING STATION A.
WASTE WATER - NONRADIOLOGICAL NOTE:
The items in this category are no longer in Rancho Seco Technical Specifications because they were removed in 1983.
The items are regulated by the California Water Quality Control Board and are reported to that agency and EPA on a monthly basis. A summary is provided here relative to the discharged water quality and its environmental impact.
Rancho Seco received a new waste water discharge permit August 23, 1985,
- 85-210, from the California Water Quality Control Board, which changes several discharge requirements.
1.
WASTE WATER DISCHARGE - TEMPERATURE The Water Quality Control Board restricts temperature discharges to 90*f.
The discharge temperature ranged from 42.8*T to 83.3*f in 1985 and had no environmental impact except to prolong normal growth along the stream.
2.
WASTE WATER DISCHARGE - CHLORINE The Water Quality Control Board old order limit was 0.2 mg/1, interpreted as an instantaneous limit for water leaving SMUD property. None of the daily samples showed chlorine concentrations exceeding this limit; thus, it is presumed that traces of chlorine had no significant Impact.
The new order limit is 0.02 mg/l at the site boundary. This limit was exceeded twice from August 23 to the end of 1985, but did not exceed the old limit. There has been no indication that the traces of chlorine above the new limit have been of any environmental significance.
3.
WASTE WATER DISCHARGE - TOTAL DISSOLVED SOLIDS (TOS)
The Water Quality Control Board limits total dissolved solids to 850 mg/l or 34,000 pounds per day,under the old order.
The specification was not exceeded; the maximum daily discharge was I
calculated to be 7,920 pounds of dissolved solids.
Requirements to visually assess the waste water course for oil, foam, slimes, and growths were completed each week with no unusual conditions noted.
l Normal vigorous plant growth occurred along the water course all year, indicative that dissolved solids had no adverse effects.

WASTE WATER DISCHARGE - TOTAL DISSOLVED SOLIDS (TDS) (Contd.)
The new Water Quality Control Board order limits total dissolved solids to 800 mg/l monthly average with a daily maximum of 850 mg/1.
This specification was not exceeded; the maximum daily discharge was calculated to be 510 mg/l total dissolved solids.
The new order requires a visual inspection of the water course at the site boundary twice monthly with attention given to floating or suspended matter, discoloration, bottom deposits and aquatic life.
There were no unusual conditions noted during the reporting period.
4.
WASTE WATER DISCHARGE - pH The Water Quality Control Board order requires pH to be in the range of 6.5 to 8.5, except when the folsom South Canal supply does not meet that range.
(The concrete liner of the folsom South Canal has been known to raise the pH up to 9.3 during summer.)
This specification was not exceeded during 1985.
5.
WASTE WATER DISCHARGE - OTHER CHENICALS The Water Quality Control Board's old order rec,uired measurements of dissolved oxygen,'coron, hydrazine, suspended solids, and oil and grease in the plait discharges.
This speciftr.ation was not exceeded during old permit ceporting period.
The Water Quality Control Board's new order requires measurements of dissolved oxygen, chromium, zinc, suspended solids, and oil and grease in the plant discharges.
There were two cases where tests indicated that the daily maximum of 20 mg/l for oil and grease had been exceeded. Retesting and visual inspection of the waste water course did not indicate any unusual conditions.
All other specifications were not exceeded during the reporting period. Downstream farmers use the stream as an irrigation source during the growing season.

NONRADIOLOGICAL ENVIRONMENTAL MONITORING 1.
EROSION The Technical Specifications Appendix B requires a quarterly visual inspection of the waste water course with documentation of channeling or erosion wherein vertical cuts greater than two feet or lateral washouts greater than five feet are detected. A new baseline inspection with photographs was made in 1983 af ter storms early in the year made significant changes in the water flow path.
Reinspection each quarter showed no changes in the flow path during 1985.
2.
DRIFT CONTAMINANTS The Technical Specifications Appendix 8 requires that three soil samples be taken symmetrically 0.25 miles from the cooling towers and the leachable sulfate content of those samples measured.
If levels exceed 1500 ppm, a report is required. Soil samples taken each quarter of 1985 show consistently low sulfate content, on the order of 50 ppm.

Technical Specifications Appendix B requires that semiannual noise level measurements be made at 200-yard intervals along the site boundary, with detailed log of recorded sound levels.
If the decibel level exceeds an " occupancy" curve labeled "normally acceptable",
corrective action must be taken.
The two noise surveys made in 1985 indicated no sound levels exceeded the curve. Measurements ranged from 35 to 55 decibels.
4.
FOGGING Technical Specifications Appendix B requires that the thermal plume from cooling tower operation, when observed intersecting Highway,104, must result in actions to provide warning of impaired visibility to motorists. No fogging of this kind was reported during all of 1985 by Operations. __
