MARCH 3, 1987, RANCHO SECO LIQUID EFFLUENT MEETING MINUTES This memorandum dccuments the discussions and conclusions reached during a meeting on March 3, 1987 between NRC and SMUD representatives. The purpose of the meeting was to review the problems identified in the Rancho Seco liquid effluent program and to discuss the proposed corrective actions. The meeting was held in Room P-422 of the Phillips Building in Bethesda, Maryland. The list of participants is included in Attachment 1.

Introduction The meeting purpose, objectives, and projected follow-up actions were outlined by George Kalman. The purpose of the meeting was to specifically list all outstanding problems identified in the Rancho Seco liquid effluent program. The objective was for the NRC staff and SMUD to reach agreement on the appropriate corrective actions. As a follow-up action SMUD would formally submit revised Padiological Effluent Technical Specifications (RETS) and the Offsite Dose Calculational Manual (0DCM) for NRC review prior to restart. The submittals would be in a form acceptable to the NRC based on continued SMUD/NRC interface on this matter. At restart, Rancho Seco would be in a position to implement the revised liquid effluent program, however the restart would not be continaent on formal 0DCM approval or RETS revision.

Discussion Items SMUD representatives made a presentation (Attachment ?) which included a list of previousIy identified discrepancies in the liquid effluent program and proposed resolutions to some of the concerns.

In response to NRC questioning, SMUD representatives acknowledged the need to revise the USAR to indicate that radioactive liquid effluent releases will be made in the course of normal operations.

NRC advised that the ODCM with supporting documents should be tied to Technical Specification requirements.

SMUD agreed to determine maximum permissible curie content of outside storage tanks to ensure 10CFR20, App. B offsite limits are not exceeded in the event of tank rupture. (T.S. item).

SMUD proposed a unique approach for meeting Appendix I criteria by using a variable lower limit of detection (LLD) for sampling liquid effluent prior to release. The proposal received an initial negative response hP S 2

l from the NRC. However, NRC acknowledged the need for more time for a thorouch evaluation and requested supporting calculations and descriptions from SMUD. This issue was identified as a fundamental problem and a key to establishing an acceptable liauid effluent program.

NRC noted that the proposed liquid waste handling / discharge system as described appeared to be limited in scope in that it did not appear to j have sufficient capacity to handle abnormal conditions (fuel pin leaks, steam generator tube leaks). NRC requested SMUD to address the desian basis for the system and update a SFUD letter dated September 27, 1984, which had proposed a broader scope resolution to the problem.

SMUD was requested to continue review of liquid effluent problems to identify any concerns not addressed in existing reports.

SMUD would schedule follow-up meetings with the NRC to discuss the LLD i issue, T.S., and ODCM. Final check for T.S. and ODCM acceptability will include review against the list of identified discrepancies.
