SUBJECT:

0FFSITE CONTAMINATION AT RANCHO SEC0 NUCLEAR GENERATING STATION During a meeting in our offices on March 25, 1986, to discuss offsite contamination at the Rancho Seco Nuclear Generating Station, you requested a report summarizing Nuclear Regulatory Commission (NRC) actions to close out the offsite contamination issue. The enclosed documents provide a summary of actions which have been completed by the NRC in this regard. The enclosures include:

1.

Minutes of the March 25, 1986 meeting.

2.

NRC letter to the Sacramento Municipal Utility District (SMUD) dated July 22, 1986, which outlines the offsite contamination concern and requests changes to the Technical Specification sections which address liquid radioactive waste.

3.

NRC inspection report 86-15 which lists SMUD violations in the area of liquid radioactive waste handling.

Followup actions to close out the above issues will continue for some time into the future. However, I feel that progress toward resolution of these issues, as outlined in the enclosures, is sufficient to provide you with a current 8609100473 860829 PDR ADOCK 05000312 P
