RANCHO SECO - Falsification of Test Records and Semi-Annuel Reports Concernine the Release of Radioactive Effluents ALLEGATION:

Tests and reports concerning the release of radioactive effluents at Rancho Seco were knowingly falsified in an effort to conceal indioactive contamination released to the environment erd improper plant modification.

FINDINGS /RESULTS: This investigatio1 revealed that SMUD officials had submitted three rcot ired reports to the NRC ' hot appNr tc contain material 'else statements conca*.ing:

(1) plant configuration and pathways of release of radioactive nuclidet; (2) that radioactive releases were not made to the enviroriment w ten in fact radioactive releases were made that exceede! Appendix 1 limits; and (3) chemistry testing proceduret were altered when radioactive nuclides were detected so is to create a chemistry log that appeart d that no detectabh nuclides were present when in fact they were known.

Also, it was determined that several SPUD and Rancho Seco managenent officitis were knowledgceble of the falsity of the reports and give instructions concerning the alteraticn of chemistry test'nq.
