APPENDIX A NOTICE OF VIOLATION Baltimore Gas and Electric Company Docket No. 50-318 Calvert Cliffs Unit 2 License: DPR-69 During inspection from April 13,1982 to May 11,1982 and in accordance with the NRC Enforcement Policy,10 CFP 2 Appendix C (47FR9987, March 9,1982), the following violation was identified:

Technical Specification 6.8.1 requires that written procedures be established, implemented, and maintained.
Calvert Cliffs Instruction 112C, Safety and Safety Tagging, April 23, 1982, requires that after completion of a job, a Tagging Authority person shall remove the Tag (s), reposition the equipment to the cleared tag position, initial and date the Tag Out Record, and instruct another person to inspect the equipment and ensure it is in the proper position.
Contrary to the above, a tag on the handswitch for Service Water Pump 22 was removed on May 1,1982 and the equipment restored to its cleared position (from pull to lock) without the reouired dodumentation by the Tagging Authority and without indication that an independent check was perfomed until May 5, 1982.
This is a Severity Level IV Violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Baltimore Gas and Electric Company is hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, includin :
(1)the corrective steps which have been taken and the results achieved; (g) corrective 2
steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic l
Energy Act of 1954, as amended, this response shall be submitted under oath or I
