Calvert Cliffs Nuclear Power Plant, Unit 2 License No. DPR-69 1

I As a result of the inspection conducted on April 27-May 1, 1987, and in i

accordance with the " General Statement of Policy for NRC Enforcement Actions,"

1 10 CFR Part 2, Appendix C, the following violation was identified:

1 10 CFR 50, Append B, Criterion XIV, requires that measures such as tagging valves and switches shall be established to prevent inadvertent operation of equipment.

Calvert Cliffs Instruction 112G, Safety Tagging, April 29, 1986, further states in part "... Red Danger Tags..., when attached to operating devices, denote that the device is not to be operated or removed..."

Contrary to the above, on April 29, 1987, during modification work being accomplished under maintenance order #205-234-874A, a danger tagged valve was removed from Auxiliary Feedwater Chemical Addition piping.

l This is a Severity Level V violation (Supplement I) applicable to DPR-69.

I Pursuant to_the provisions of 10 CFR 2.201, Baltimore Gas and Electric Company is hereby required to submit to this office within thirty days of the date of-the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
