APPENDIX A NOTICE OF VIOLATION Baltimore Gas & Electric Company Docket Nos. 50-317; 50-318 Calvert Cliffs Nuclear Power Station License Nos. DPR-53; DPR-69 A: a result of the inspection conducted on August 18-22, 1986, and in accord-ance with the " General Statement of Policy for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy), the following violation was identi-fied:

10 CFR 50, Appendix B, Criterion XII, " Control of Measuring and Test Equipment," requires that measuring and testing equipment be properly controlled and calibrated.

Calvert Cliffs Nuclear Power Plant Quality Assurance Procedure-17, " Con-trol and Calibration of Measuring and Test Equipment," paragraph 8.1.3 states, in part, that " test equipment that has not been re-calibrated within the prescribed interval shall not be used; and shall be appropri-ately identified and segregated."

Contrary to the above, on August 21, 1986, six test instruments, including Potentiometer Nos. 7481, 7324, 8138, 11742, 11744, and Heise Gauge No.

17476 were not appropriately segregated but were located within their normal storage area and had exceeded their re-calibration due date.

Also, Potentiometer Nos. 10980 and 11237 were found in the control room and were being setup for usage during the performance of STP-M-310-1, "

Linear Power Range Channel Calibration." They too were found to have exceeded their re-calibration due date.

This is a Severity Level IV violation (Supplement I) applicable to DPR-53 and 69.

Pursuant to the provisions of 10 CFR 2.201, Baltimore Gas & Electric Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
