Subject: NRC: RI Combined Inspection 50-317/82-07,50-318/82-07
This transmits the April 13 - May 11,1982 routine resident safety inspection
findings by Messrs. R. Architzel and D. Trimble at the Calvert Cliffs Nuclear
Power Plant, Lusby, Maryland. Those findings were based on observation of
activities, interviews, independent measurements, and document reviews, and
have been discussod with Mr. Russell of your staff.
An apparent violation of NRC requirements is cited in Appendix A and categorized
under the NRC Enforcement Policy,10 CFR 2 Appendix C (47 FR 9987 March 9,1982).
A reply is required and should be prepared in accordance with Appendix A.
It
is exempt from the Office of Management and Budget's clearance procedures under
the Papenvork Reduction Act of 1980, PL 96-511.
In addition to the Appendix A notice of Violation forwarded herewith, apparent
violations of Unit 1 Technical Specification Limiting Conditions for Operation
a m addressed in the enciosed inspection report. We consider these items to
be significant and are concemed about your valve lineup verification program
and, particularly, about the Plant Operation Review Committee (PORC) acceptance
of a leak rate test procedure modification that allowed leakage to exeted Code
of Federal Regulation (CFR) requirements and subsequent acceptance of test
results which indicate leakage in excess of CFR mquirements. We will be
addressing these matters under separate cormspondence at a later time. As
part of our review of these matters, we want to discuss the attendant circum-
stances with you during an enforcament conference and will contact you about
a mutually acceptable date and time.
Page 6 of the enclosed report contains physical security infornation which will
be disclosed only in ascordance with 10 CFR 9.12. The rest of this transmittal
will be nade public unless you contact us about and then apply in writing for
withholding within 10 and 25 days, respectively, of the date of this letter.
Such application must comply with 10 CFR 2.790 (b)(1).
