O e APPENDIX A NOTICE OF VIOLATION Baltimore Gas and Electric Company Docket No. 50-317 P.O. Box 1475 License No. DPR-53 Baltimore, Maryland 21203 As a result of the inspection conducted at the Calvert Cliffs Nuclear Power Plant on August 17-19 1988, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C , the following violation was identified:

10 CFR 20.201, "Surveys", states in part that "each licensee shall make or cause to be made such surveys as (1) may be necessary for the licensee to comply with the regulations in this part, and are reasonable under the circumstances to evaluate the extent of radiation ha(2) zards that may be present."

Contrary to the above, surveys performed on June 21, 1988, at the Unit 1 27 foot elevation valve alley were inadequate to evaluate the extent of the radiation hazards in the area. Specifically, the pre work survey performed was in a location that was not representative of the work area. Consequently, the workers entered an area with general area radiation dose rates approximately 15-40 times higher than anticipated, resulting in an unplanned exposure to the workers.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Baltimore Gas and Electric Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in including:

reply, achieved; (2) corrective steps which will be taken to avoid further violations;(1) the corr and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
