APPENDIX A NOTICE OF VIOLATION Baltimore Gas and Electric Company Docket Nos. 50-317 Baltimore, Maryland 21203 50-318 License Nos. DPR-53 DPR-69 As a result of the inspection conducted on April 28 - May 1, 1987, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy 1986), the following violation was identified:
A.
10 CFR 70.51(d) requires that the licensee conduct physical inventories of the special nuclear material (SNM) in its possession under license at intervals not to exceed twelve n'onths.
10 CFR 70.51(b)(1) requires that each licensee shall keep records showing the receipt, inventory (including location), disposal, acquisition, and transfer of all special nuclear material in his possession regardless of its origin or method of acquisition.
Further, 10 CFR 70.51(b)(3) requires that the licensee maintain and keep the physical inventory records of the special nuclear material for as long as it retains possession of the material and for five years following the transfer of the material.
Contrary to the above, on April 29, 1987, it was determined that, except for an inventory conducted on February 20, 1983, the licensee did not keep physical inventory records demonstrating that annual physical inventories showing the receipt, inventory (including location), disposal, acquisition, and transfer of special nuclear materials were conducted between April 3,1981 and March 30, 1985.
This is a Severity Level V violation.

Pursuant to the provisions of 10 CFR 2.201, Baltimore Gas and Electric Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full complience will be achieved. Where good cause is shown, consideration will be given to extending this response time.
