APPENDIX A NOTICE OF VIOLATION Baltimore Gas and El( ' . Company Dockct Nos. 50-317, 50-318 P.O. Box 1475 License Nos. DPR-53, DPR-69 "

Baltimore, Maryland 21203 As a result of the inspection conducted at the Calvert Cliffs Nuclear Power Plant on May 9-13, 1988, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:

Technical Specification Section 6.11 "Radiation Protect. ion Program,' states that "Procedures for personnel radiation protection shall be prepared consistent with the requirements of 10 CFR Part 20 and shall be approved, maintained and adhered to for all operations involving personnel radiation exposure."

Procedure RSP l-117 "Selection, Issuance, and Wearing of Respiratory Protection DevicesUsedatCCNkP",requiresinSection6.6thatpriortoadministeringthe Stannic Chloride Fit Test to a respirator wearer the administering individual

... caution the wearer to keep his eyes closed and to take shallow breaths at the beginning."

Contrary to the above, on or about April 26, 1988, a respirator wearer was administered the Stannic Chloride smoke test without first receiving verbal cautions from the administering individual.

This is a Severity Level V violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Baltimore Gas and Electric Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in including:

reply, d; (2) corre(ctive steps which will be taken to avoid further violations;1) the corre achieve and (3) the date when full compliance will be achieved. Where good cause is shown, consideratien will be given to extending this response time.
