NOTICE OF VIOLATION Baltimore Gas and Electric Company Docket Nos. 50-317 I
Calven Cliffs Units 1 and 2 50-315 Lusby, Maryland License Nos. DPR-53 i
DPR-69 As a result of the inspection conducted on March 2 to April 3,1992, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy) (1992), the following violations were identified:

10 CFR 50, Appendix B, Criterion XI, requires that all testing be performed m accordance with written test procedures which incorporate the requirement and acceptance limits contained in applicable design documents. Criterion XI further j
I requires that the test results be documented and evaluated to assure that requirements have been satisfied.
The Baltimore Gas and Electric Company Quality Assurance Policy, Revision 29, Section IB.11, requires that all testing required to demonstrate that system will perform satisfactorily in service be performed with written test procedures that incorporate the requirements and acceptance criteria contained in the design. Also,

test results are documented and evaluated to assure that requirements are satisfied.
l Contrary to the above, test results were not evaluated to assure that requirements were met in that the degraded bus relay reset value (105.77 volts) as documented in Relay j
Setting Sheet for 4160V Bus 24, dated April 17, 1989, in accordance with Design Engineering Procedure DESP 12, exceeded the established acceptance value of 105.0 1
volts or less and no evaluation was performed.

days of the receipt date of the letter which transmitted the Notice of Violation (Notice). Tius

cach violation: (1) the reason for the Violation, or, if contested, the basis for disputing the i
violation; (2) the corrective steps that have been taken and the results achieved; (3) the

corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
