Final Report of 10CFR50.55(e) Item on Pipe Support Beam Attachment (Struts) (#33)

Dear Mr. Keppler:

This is Detroit Edison's final report on the Pipe Support Beam Attachnents (Struts) problem at the Fermi 2 site. This problem was originally reported to Mr. P.A. Barrett of NRC Region III by Detroit Edison's Mr. H.A. Walker, Supervisor-Construction Quality Assurance, on November 13, 1980.

At that time, power Piping had noted problems in possible over-stressing of pipe support beam attachnents where the struts were installed off vertical position and subjected to a bending ncuent. The supports which required nodification to correct the subject deficiency were identified. The de-ficient supports have been redesigned by increasing the weld between the lugs-and the base plate, or by replacing the brackets'with higher load rating brackets of an alternative design. Field modifications to these supports will be canpleted as the construction schedule permits. Project Design has revised Project Specifications to insure that the revised design loading criterion for the subject beam attachments is used for future pipe support design and modifications to existing design.

If you have questions concerning this matter, please contact Mr. H.A. Walker, Supervisor-Construction Quality Assurance.

Very truly yours, DAW / HAW /cp cc: Mr. Richard DeYoung, Director Office of Inspection and Enforcement Division of Reactor Inspection Programs U.S. Nuclear Regulatory Camtission Washington, D.C. 20555 Mr. Bruce Little, Resident Inspector U.S. Nucicar Regulatory Camtission 6450 North Dixie Highway Newport, Michigan 48166
