Dear Mr. Ecpplers On February 22, 1982, Detroit Edison's Mr. H.A. Kalker, Supervisor-Construction Cuality Assurance, telephoned Mr. P. Pelke of NRC-Region III, to report on a probim with Cracking of Diesel Generator Fuel Oil Storage Tank Foundation at the Fermi 2 site.

21s item deals with the cracking of the foundation of the fuel oil storage tank for emergency dicsol generator number twelve. 2c Detroit Edison Start-Up organization was conducting a chemical c1 caning of the tank.

During the cicaning operation, the cicaning solution reached tenperatures of approximately 140 F.

his apparently caused thermal expansion of the fuel oil storage tank, creating cxcessive strusses on the foundation and resulting in the cracking of the West foundation podestal. Engineering 0

had specified that the maximum tmperature should not exceed 150 F.

Investigation is continuing into the probicm to determine the cause of the failure, and the action taken to repair the foundation.

Anotter report on this itm, either interim or final, is scheduled to ba sent to you on or beforu July 22, 1982. If you have questions concerning this matter, please contact Mr. H.A. Walker, Supervisor-Construction Quality Assurance.
