Dear Mr. Kirkland:

This is in regard to your request of June 16, 1993, for approval of a highway route for transporting irradiated reactor fuel from the Quad Cities Nuclear Power Station, Cordova, Illinois, to GE Vallecitos Nuclear Center, Pleasanton, Cali fornia.

The route, as revised and set forth in Enclosure 1, meets the. regulatory requirements of_10 CFR 73.37. constitutes approval for this route. Unless renewed, this route approval will expire two years from the date of this letter. Note that transportation of licensed radioactive material must be conducted in compliance with applicable U.S. Department of Transportation regulations.

NRC staff have completed the arrangements with local law enforcement agencies required by 10 CFR 73.37(b)(6). Note that armed escorts are required for the i

following urbanized areas: Davenport and Des Moines, Iowa; Omaha and Lincoln, Nebraska; Salt Lake City, Utah; Reno, Nevada; and Sacramento, California.

Information on these arrangements is provided in Enclosure 2, and is to be

. incorporated into your shipment plans and provided to your carrier along with instructions regarding its use.

If your carrier deviates from the approved route, please provide details of the deviation to the contact listed below as soon as possible.

The notification requirements of 10 CFR 73.72 and 73.37(f) apply for each shipment.

When making notification to this office under 10 CFR 73.72, please confirm that armed escort will be provided as required, and-that the appropriate governors or designees will or have been notified.
