Dear Mr. Kirkland:

This is in regard to your October 7, 1992 request for ,

approval of a route to be used for transport of spent fuel from the Duane Arnold Energy Center, Palo, Iowa to the General Electric Company Facility, Pleasanton, California.

The route, as set forth in Enclosure 1, is judged to_ meet the regulatory requirements for shipment of spent reactor fuel in 10 CFR 73.37.

Enclosures 2 and 3 constitute approval-for this route. In the event your carrier is required to deviate from the approved route, please call the contact: listed on page two of this letter as soon as possible providing the details.

Please note that armed escort is required in Cedar Rapids and Des Moines, Iowa; Omaha and Lincoln,-Nebraska; Salt Lake City, Utah; Reno, Nevada; and Sacramento, Stockton and.

Hayward, California. This route approval will be deemed to have expired two years from the date of this letter, unless ,

renewed.

Arrangements with law enforcement agencies along the route as required by 10 CFR 73.37 (a) (2) have been completed by the NRC staff. Data relating to these arrangements are. included in Enclosure 3. This information is to be incorporated into your shipment plans-and provided to your carrier along with to instructions regarding its use. .

During seasonal periods when inclement weather can occur with short notice, the' appropriate' state police should be contacted with regard to road conditions before a shipment commences. ~

. notification to this office, please._ confirm that; armed-escort; will.be provided as required and-the governor or his designee will or has been-notified. Notification to a governor or.his -

designee should be very1 specific especially with regard to serios shipments.. Designate exactly how manyJindividual shipments are to be included. -In the event the number of shipments in a series is revised, indicate.that-it is a-revision-of the original' notification and an increase or decrease in the number:of shipments. In-addition,nthe change-notification should specify that the information for.any of the shipments in the revised serics may not be.decontralled until ten days after the arrival at the destination f.the last shipment in that series.
