Dear Mr. Stimmell:
An NRC inspection was conducted November 12-15 and 18,1996, at your Vallecitos l
Nuclear Center facility. The enclosed report presents the scope and results of that inspection.

During the inspection, your conduct of activities at the Vallecitos facility was generally l
characterized by implementation of effective programs in the areas of radiation safety, radioactive effluents, environmental protection, emergency preparedness, solid waste operations, and transportation of radioactive m=+erials.
. In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room (PDR).
