In your letter of March 28, 1988, you state that Vallecitos Nuclear Center possesses 7.18 kg of uranium nominally enriched to 4% (6.82 kg), EE (0.09 kg),
and 10% (0.27 kg), and plans to blend this material with depleted uranium to reduce the enrichment to 3.95% U-235.
We agree that License Condition 7.2.4 of your Special Nuclear Material License No. SNM-960 covers the blending activities as proposed in your let+er.

Dear Mr. Rouse:
The Vallecitos Nuclear Center (VNC) has in its possession 7.18 kg of uranium nominally enriched to 4% (6.82 kg), 8% (0.09 kg), and 10% (0.27 kg).
As this material is not needed at VNC, we plan to add depleted uranium to the material to reduce the enrichment to 3.95% and ship the uranium to GE's Wilmington, NC, facility.
License Condition 7.2.4 provides for "recovery and recycling of waste or nonspecification material".
VNC interprets this to cover the work described above. We would appieciate your confirmation of this interpretation.
