Dear Mr. Stimmell:

l An NRC inspection was conducted March 31 and April 1-3,1997, at your Vallecitos Nuclear Center facility. The enclosed report presents the scope and results of that

. inspection. i During the inspection, your conduct of activities at the Vallecitos facility was generally characterized by implementation of effective programs in the areas of mans.gement l organization and controls, criticality safety, operations, non reportable operational events,  !

( operator training and retraining, and maintenance and surveillance testing. However, the I lack of timeliness in responding to internal inspection findings and issuance of safety

, inspection reports indicate the need for management attention in this area.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room (PDR).
