NRC INSPECTION REPORT 70-754/98-02

Dear Mr. Stimmell:

On November 16-19, .1998, an NRC inspection was conducted at your Vallecitos Nuclear Center facility. The enclosed report presents the scope and results of this inspection. A telephone followup

.' exit briefing was conducted on December 22,1998 to discuss the negative bias issue concerning the lodine-131 environmental data included in this report.

Major activities reviewed as part of this inspection included radiation protection, environmental protection, emergency preparedness, radwaste management, transportation and maintenance and surveillance testing. No violations of NRC regulations were identified.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room (PDR).
