Final Report of 10CFR50.55(e) Its on Tubing Within Instrument Rack Routed Incorrectly (#65)

Dear Mr. deppler:

This is subnitted as Detroit Edison's final report on the problm of tubfng within the instrument rack being routed incorrectly.

The probim was originally reported to Mr. J. Konklin of NRC Region III by Project Quality Assurance's Mr. E.L. Thmpson, Acting Supervisor - Construc-tion Quality Assurance, on April 1, 1982.

This condition appeared to be the result of improperly routed tubing within an instrument rack supplied by York Electro-Panel Control Co., Inc. Inspec-tions by the site contractor responsible for routing tubing up to the rack, revealed that the tubing frun two (2) valves to the top side of the rack had been interchanged. In other words, York Electro-Panels Fabrication /As-Built drawing showed these two lines opposite fran the actual condition on the rack.

Detroit Edison Engineering in Troy was contacted, and determined the problem to be potentially reportable under 10CFR50.55(e).

A Deviation Disposition Request (DDR) was written, and dispositioned to re-route the tubing inside the rack to the correct valves. This re-routing has been cmpleted.

At the present time, this problem appears to be an isolated occurrence. Due to the magnitude of testing performed after the installation of instrumenta-tion racks, problems of this kind will be readily identified by testing per-sonnel, and brought to the attention of oognizant parties for determination of corrective action. Also, the vendor is_being informed of this deficiency.

Therefom, this problem previously reported as a potential 10CFR50.55(e) is now ready for the NRC's review and closing.
