RECOMMENDAIION TO ALLOW RESUMPTION OF RECEIPT INSPECTION HY CHERNE COh"I'KACT3C CORPORATTON (CCC)

AND COMM0h%T.ALTH-LORD J.V. (C-L. J.V.)

Out inspection efforts at the Marble Hill site have been ongoing since the termination of construction on August 15, 1979. This effort has involved many activities including inspections to review Public Service of Indiana's evaluations of the Quality Assurance programs, procedures and staffing associrted with rcccipt inspections by its cubcontractors CCC and C-L. J.V.

Based on our inspection findings.ve have concluded that CCC and C-L. J.7..

can carry out receipt inspections properly and'recocnend resumption of those activitics be allowed.

1 PROPOSED LETTER TO PSI My letter to you of May 15, 1980, enclosed the process which would be followed by the NRC in rescinding the Marbic Hill Confirmatory Suspension Order of August 15, 1979 (Graduated Recission of Order dated August 15, 1979).

Public Service of Indiana stated in its letter of August 26, 1980 that those activities necessary for authorization of reccipt inspection by its subcontractors Cherne Contracting Corporation and Co=monwealth-Lord J.V. have been cor.pleted and requested partial lifting of the Order to permit receipt inspection of PSI-procured items for the Marble Hill project.

Based upon the inspeccion findings by Region III, which confirms the information reported in your August 26, 1980 lectcr. I have concluded U-that.the prerequisites necessary for receipt inspection by your two wubcontractors have been completed satisfactorily. Accordingly, PSI is authorized to com=ence receipt inspections consistent with Paragraph 3.8 of the document entitled Graduated Rescission of Order dated August 15, 1979.
