MARBLE HILL SITE STABILIZATION PLAN AND SURRENDER OF CONSTRUCTION PERMIT

, On March 1,1985, Public Service of Indiana (PSI) tendered to NRC Construction Permits numbered CPPR-170 and CPPR-171 for the Marble Hill

, Nuclear Generating Station, Units 1 and 2. That transmittal included

. PSI's3tabilization Plan for the Marble Hill Site. The Environmental Engineering Section (EES) reviewed the Stabilization Plan at the request A of the Division of Licensing. This memorandum identifies information EES will need to complete its review.

From experience with termination of several other projects, we have developed a draf t list (Enclosure) of the general information which EES considers in reviewing a request to terminate a project. The Marble Hill submittal was examined for completeness as measured against the items on

-. tiie list. PSI's Site Stabilization Plan provides only some of the information requested in items 3 and 6 of the enclosure and essentially 4 none of the other information. All of the infonnation listed in the

- enclosure will be required for our review.

As part of the review, the reviewer, Dr. Germain LaRoche, should inspect the site to determine the adequacy of the Site Stabilization Plan. This should be done after PSI has provided the information specified in the enclosure.

INFORMATION NEEDED

, FOR ENVIRONMENTAL REVIEW 0F PROJECT TERMINATION

1. Provide a site plan showing areas (including transmission corridors) disturbed by construction related activities. Identify the specific use of each disturbed area. Estimate acreage for each such disturbed area.
2. Identify on the site plan all structures. Indicate which structures will be removed an$ which will remain. Provide a schedule for removal of structures and describe the method of debris disposal.
3. Describe the status of the site, with particular attention to disturbed areas and to related erosion and runoff control measures.
4. Describe plans for future use of the site to the extent that such

. plans have influenced the selection of site restoration activity, tw if any. Indicate the anticipated schedule for future use and describe how the future use influences the proposal for restoration

5. Describe proposed restoration activities, if any, including procedures and schedules for grading, seeding, and planting which will be done to leave the site in a stable condition.
6. Indicate what permits and approvals will be needed for other federal,
