Hemo from Case to Stello, September 21, 1982 The Standard Review Plan 15.4.6 (Ref 1) states that RSB has the lead responsibility for the review of boron dilution events and provides limited review guidance to. other branches that are involved. However, as a result of a recent CRGR review of the staff's evaluation of the V. C. Summer boron dilution event and the associated t< chnical specifications, it became apparent that several imprr<enents in the area of staff review and in Section 15.4.6 of the SRP itself are necessary to clarify review branch responsibilities.
In Reference 3 NRR agreed to remedy these. problems in a two phase approach.
In the near tem, NRR agreed to issue internal guidance to clearly state what assumptions should be made and to identify the various technical branches that should be involved in that effort.
In the long tem, NRR is to revise the SRP to take into account recent LOFT experiments and the concerns expressed in Reference 2 above. Work is currently unden<ay(to develop a Task Action Plan aimed at solving the long tem problem i.e. SRP revision). Attached, for infomation, are two nemos sent to RES and DHFS to request their assistance in resolving this generic issue.
This meno is intended to satisy the short-tem comitment and be used by all technical reviewers responsible for the review of SRP 15.4.6 until a new SRP revision is implemented.
By copy of this memo, both CPB and ICSB will now have review responsibilities as specified in the enclosure.
