NRR IUPUT TO SALP EVALUATION FOR MARBLE HILL 1/2 (CONSTRUCTION PHASE) COVERING THE PERIOD FROM OCTOBER 1, 1981 TO SEPTEMBER 30, 1982 FUNCTIONAL AREA 8 - LICENSING ACTIVITIES ANALYSIS Management Involvement in Assuring Quality / Responsiveness to NRC Initiatives Evidence of prior planning and assignment of priorities has been consistently' demonstrated by the applicant in the preparation of the FSAR and ER for the OL application. The applicant plans to submit the Marble Hill OL application on December 1,1982 as scheduled.

PSI management prcmptly responded to a new rule,10 CFR 50.34(g), published on fiarch 18, 1982, which required the applicant to include additional information in the FSAR' submittal.

The applicant met with NRR and subsequently initiated a program to supply this information for the FSAR on a schedule commensurate with the NRR license review schedule.

Additionally, following NRR request, the appli.

cant met with the staff to discuss this program. The program ap'peared to be both techgigally sound and thorough.

The applicant also initiated early discussions with the staff regarding its Pre-operational Environmental Radiological Monitoring Program and its emergency planning sub~mi ttal.

PSI has shown strict adherence to its procedures and policies regarding repli-cation of Byron.

Its policy concerning the format ar.d centent of the F5AR has i

been well stated and is understandable.

During meetings with IIRR, PSI reaffirmed I

'its intent to hold liarble Hill design changes to a minimum as directed in a letter to Dr. James Coughlin of PSI frel Ben C. Rusche, Director, NRR, dated November 3, 1975. The epplicant makes frequent efforts to review and discuss its policy of replication of Byron with msmbers of the staff involved with Marble Hill.

Approach to Resolution of Technical Issues from a Safety Standpoint There was no basis for evaluation of the applicant's performance during this SALP period.
