STRUCTURAL CONSULTANT CONTRACT - MARBLE HILL PROJECT Enclosed is the working file on the administration of Task #2 under the Parameter Inc. contract for consulting support in the area of structural concrete deficiencies at the Marble Hill Project.

G. W. Reinmuth NOV 2 0 G80 It is my understanding that W. Laudan of your Branch will be managing and monitoring this Task. The needed action at present is to answer the most recent memo, Item 9, in order to obtain additional fundir.g based on current estimates of work to be completed. It is also my understanding that the technical aspects of this work are being managed by H. Wong under R. Woodruff, Acting Section Chief Mechanical, Structural and Metallurgical Section and the Marble Hill Project is being managed by J. B. Henderson under E. Black-wood, Acting Section Chief, Reactor Projects Section (Regions I and III).

If there are any questions please contact me. I will accompany H. Wong and D. Hayes to California on 11/24 and 11/25 to participate in a technical meeting with the consultants on current status, tentative reconnendations and the future restart of concrete construction at Marble Hill by the licensee.

Subsequent to that trip I will be available as indicated by your Director on a consulting basis.

Dear Fellow Employee:

From the start of work on the Marble Hill nuclear project, Public Service Indiana has been dedicated to safety. This is our very fi'st priority. Safety as well as quahty, of course, starts with each one who has even a modest role in the physical work of the project. We are convinced that the work that has already gone into the constniction is of the highest order. Craft work, quality assurance and quality control have, for the most part, been very effective.

However, we and the world know that all has not gone well on the project. Problems which should have come to light promptly were not identified. While none of the problems has created serious weaknesses increasing the possibility of radiation leakage or structural failure, they have eroded public confidence in the job. Public Service Indiana is totally responsible to the Nuclear Regulatory Commis-sion to assure that all work meets the necessary requirements and we intend to fully correct all defi-ciencies. To safeguard against future problems, I urge you to promptly communicate any lapse or deviation from performance standards that has come to your attention m the past or may come to your attention in the future.

All work, equipment and material involved in safety-critical areas must meet the requirements of the Quality Assurance programs. Such work also is subject to a much greater level of inspection, surveillance and documentation. If, at any time, you see areas of work or inspection that you feel are not meeting quality requirements, I urge you to report them to your supervisor. If, however, you do not feel this is appropriate you may wish to cor: tact me or any of the following Public Service Indiana or Nuclear Regulatory Commission personnel:
