- have reviewed materials and documents relating to r allegations that Roger A. Fortuna engaged in various forms of r.isconduct including criminal violations. -
Base'd'en my review : find instances in which Mr. Fortuna did not always adhere-to the best practices of an investigative agency. Other situations were noted where ar. Fortuna may have ;
exercised questionable judgement in his relations with Mr. !'
Steven Co: ley, This should not be surprising due to the intense scrutiny to which his actions were subjected.
It is my view that the charges against Mr. Fortuna were blown out of proportion because of the personal and organizational animosity that existed between the office of Investigations and-the Office of Auditor and Inspector. !
I attempted to address the most serious charges by category.
- 1. e. criminal allegations; accepted investigative procedures; l and standards of conduct. This was somewhat difficult because l some of the specific allegations fell into more then one category.
I also focused on some of the issues that Judge Rosenthal was developing during the interview with Mr. Fortuna and to place then in context from an investigator's perspective.
